Several viruses are known to write URLs to your Internet Options. You may have visited a site that added the URLs, or your computer may be infected with malware. If Internet Explorer opens multiple tabs when you start the browser, multiple URLs have likely been saved in the Home Pages field in the Internet Options settings.
However, if you require access to the url, title, or favIconUrl properties of tabs.Tab, you must declare the 'tabs' permission in the manifest, as shown below. You can use most chrome.tabs methods and events without declaring any permissions in the extension's manifest file. You can set it to Open the New Tab page or to Continue where you left off. In the Settings menu, go to the On startup tab and make sure the behavior is not set to Open a specific page or set of pages. Here’s a quick guide on seeing whether this setting is causing your Chrome browser to open two identical tabs at every startup: Open Google Chrome, click the action icon (three dot icon) in the top right corner and click on Settings.
